The Delft Prototype is a single apartment from a not yet realized Concept House Urban Villa, which consists of 16 apartments on 4 floors. Both the urban villa and the prototype demonstrate the characteristics of high level industrial production with an extremely low ecological footprint, as well as being energy-positive in use, and both are suitable for multi-storey housing. The research, development, production and built prototype resulted in a unique innovation on the Dutch building market: a sustainable energy-positive apartment system for medium-rise energy-positive housing. This scientific report deals with the history, development and realization process of the prototype up to the completion of the building phase, after which the prototype was furnished and the garden landscaped, culminating with the opening of the prototype in October 2012. The development was initiated by Mick Eekhout’s Chair of Product Development at the TU Delft at the specific request of the building industry and was carried out in close collaboration with a consortium of partners from the SME building supply industry. Innovation continues to progress in these partner industries. The entire project was externally financed for the 8 years of its duration. Apart from initiative and natural project leadership, the innovative contribution of the Chair included the design, coordination and integration of the many components into the single coherent entity of the Concept House ‘Delft’ Prototype.

Avec le temps (et la régionalisation de pans entiers de compétences fédérales), les réglementations adoptées entre autres par la Région de Bruxelles-Capitale relativement au logement ont pris une ampleur considérable. Elles gouvernent désormais la grande majorité des aspects de la politique de l’habitat : lutte contre l’insalubrité, permis d’urbanisme, amélioration de la performance énergétique des bâtiments...Or, il se trouve que les institutions du bail et du contrat de vente sont, jusqu’ici, toujours régies par des lois fédérales. Il s’ensuit fatalement des « collisions » entre normes portant sur le même objet mais prises par des niveaux de pouvoir différents. Et l’impact est d’autant plus fort que ni l’État fédéral ni les régions n’ont prévu les conséquences juridiques à attacher à ces cas d’entrecroisement de prérogatives. Au minimum, une certaine incertitude règne.Concrètement, quelle peut être la validité d’un bail relatif à un logement méconnaissant les règles régionales de salubrité ? ou dépourvu de certificat PEB ? ou encore aménagé en contrariété avec les règles urbanistiques ? Et quid de l’éventuel contrat de vente afférent à un tel bien ?C’est à instruire ces importantes questions juridiques que va s’employer le présent ouvrage qui reprend les exposés présentés lors de l’après-midi d’étude organisé par la Conférence du jeune barreau de Bruxelles le 7 mai 2015. This book outlines the underlying principles on which modern road lighting is based, and provides the reader with knowledge of how these principles should be applied in practice. It offers a completely fresh approach to the subject, reflecting how the technology of road lighting has progressed to keep up with the changes in lamp technology, especially in solid state light sources, and the increasing awareness of energy use and environmental issues. The book is divided into three parts. Part One describes lighting of open roads, with chapters discussing visual performance and comfort (including the effects of mesopic vision and age), and international standards and recommendations for road lighting. Lighting equipment is introduced; specifically lamps and luminaires in terms of their practical properties and features, but also the road surface and its characteristics. A chapter on Lighting Design makes the link between theory and practice, providing the reader with the knowledge needed for effective lighting design, including aspects relating to sustainability. The final chapter of Part One deals with lighting calculation conventions and measurements. Part Two is devoted to light pollution. The negative consequences of light pollution are described and tactics to restrict light pollution explained. Lighting criteria are defined that can be used by the lighting designer to guarantee installations stay within acceptable limits. International standards and recommendations on the restriction of light pollution are discussed. Part Three is devoted to tunnel lighting, with chapters discussing visual performance in tunnel environments, lighting criteria, standards and recommendations, and concluding with a chapter on tunnel lighting equipment and design.
